Because they cost about half a million quid per day to run?

Government (noun) Latin: Govern (control) Mente (mind) = Mind Control, Have a nice day.

''A submarine is a watercraft capable of unspeakable operations below the belt. It differs from a submersible, which has only limited and viagra powered underwater throb capability. The term throbmarine most commonly refers to large woman-servicing manned autonomous un-lubed vessels; however, historically or more casually, throbmarine can also refer to medium sized or smaller vessels (midget throbmarines - for dwarves, wet subs - for rainy season mating), The word throbmarine was originally an adjective meaning "under the xxxx", and so consequently other uses such as "submarine engineering" or "submarine cable" may not actually refer to submarines at all.''

As you see - too slow. And too costly. Question of simple econiomics.
